Why Availability Varies
GuidanceThere is no single federal sweepstakes licence. Availability results from the interaction of state promotions law, state gambling law and each operator own assessment of risk. That last factor produces most of the confusion, because two operators can read the same statute and reach opposite conclusions.
Recorded pattern across eighteen operators
- Accepted almost everywhere. The large majority of states were open at every operator recorded, with a minimum age of eighteen or twenty-one depending on the site and the state.
- Excluded by all. A small group was blocked across the board. Washington and Idaho were the most consistent, with Michigan and Nevada excluded by most.
- Split. Several states were accepted by some operators and refused by others, indicating differing legal advice rather than settled law.
- Changed during testing. More than one operator withdrew from a state inside the testing window.

Verification and location
Every operator recorded verified identity before redemption and checked location at signup and at withdrawal. Masking location breaches the terms at all eighteen; the usual outcome is a frozen balance.
